A teenage boy has died and an eight-year-old is in a serious condition after they were pulled from a submerged car, no longer breathing.
The two boys had no pulse when divers dragged them from 30ft-deep water at Los Angeles harbour.
Two adults who were found next to the car are in a stable condition.
Witnesses say the vehicle plunged off the raod at Berth 73 after leaving a carpark in the Ports O' Call entertainment district in San Pedro on Thursday evening.
Roger Velasu told CBS Los Angeles: "All of a sudden, I just hear this really big thump, then a splash.
"A mother and a father were like, 'Help us! Help us! My kids are sinking! They're drowning!'"
Fire Department spokesman Brian Humphrey said rescuers found the two adults swimming next to the upturned car but the two children were still inside.
"We don't know at this time whether it was an accident or an intentional event," said Mr Humphrey.
Divers plucked the two boys from the water and started resuscitation immediately. However the 13-year-old died in hospital about two hours later.
Around 100 firefighters, divers and helicopter and boat crews were involved in the emergency response.
